Recently, the Ministry of Housing and Urban Rural Development held a meeting in Fuzhou to promote the "efficient completion of one task" in the field of housing and urban-rural development. The meeting thoroughly implemented the decision-making and deployment of the Party Central Committee and the State Council on "efficiently accomplishing a task", conscientiously implemented the spirit of the Central Urban Work Conference, summarized and exchanged experiences, analyzed existing problems, studied and deployed the next steps of work, and regarded "efficiently accomplishing a task" as a powerful engine to promote the transformation of the entire system from management thinking to service thinking, and from local governance to systematic governance. The concept of people's cities was rooted in urban government service work, and the professionalization level of urban governance was continuously improved. Li Xiaolong, Chief Engineer of the Ministry of Housing and Urban Rural Development, attended the meeting and delivered a speech.
In recent years, the entire system has resolutely implemented the decisions and deployments of the Party Central Committee and the State Council, continuously made efforts to optimize the business environment and improve service efficiency, boldly innovated, overcome difficulties, and comprehensively promoted the innovation of government service models. The level of system construction and data sharing has become increasingly high, and the industry governance capacity and service level have continued to improve.
The meeting emphasized that housing and urban-rural development work is closest to the people and closely related to their livelihoods. The entire system must resolutely implement the spirit of the Central Urban Work Conference, adhere to the people-centered development concept, and take greater efforts and practical measures to promote the expansion of the "one thing" reform from "single point breakthrough" to "system integration", and upgrade from "convenient service" to "empowering governance". We must work hard and continuously deepen, and strive to achieve a wider, deeper, and higher-level "one thing" reform.
The meeting requires continuous deepening of the work of "efficiently accomplishing one thing", highlighting collaborative efficiency, resolutely breaking down departmental barriers and data silos, and promoting system integration and process optimization. We should take the needs of enterprises and the public as the main line, and achieve true business process integration and information resource sharing through cross departmental process reengineering and systematic digital empowerment. Promote the construction of urban digital infrastructure, improve the new platform system, achieve "one-stop management" of government services, "one-stop management" of urban operations, and "one-stop sharing" of public services, strengthen the management of urban construction archives and digital construction.
The meeting emphasized that all regions should achieve new breakthroughs in "expanding coverage", build a full cycle and full chain service system, continuously expand the coverage of "one thing", and promote a more complete reform system and richer scenarios. Exploring new potential in "efficiency enhancement", deepening digital empowerment, improving service convenience and public sense of gain, and promoting the transformation of government services from "manageable" to "easy, convenient, and intelligent". Consolidate new forces in "physical fitness", focus on collaborative linkage, and ensure the continuous deepening and effective implementation of reforms. The 'one thing' involves multiple departments and levels, and it is necessary to strengthen collaboration, consolidate responsibilities, and create an atmosphere to ensure effective and sustainable reform through institutional mechanisms.
The attending representatives observed the experience and achievements of "efficiently accomplishing one thing" in Fuzhou City on site, and 10 local housing and urban-rural development departments introduced their experience and practices. About 50 officials from the government service departments of various districts and cities, as well as the Xinjiang Production and Construction Corps, attended the meeting.
