    On June 23rd, the BRICS Urbanization Forum was held in Brasilia, Brazil. Qin Haixiang, Deputy Minister of Housing and Urban Rural Development, led a delegation to attend and delivered speeches at the opening ceremony and three themed forums.
    Qin Haixiang stated that the research and exchange among BRICS countries on the theme of "Joining Hands to Create an Inclusive and Sustainable World" is timely and of great significance! At present, China has entered the middle and late stages of rapid urbanization, and urban development has shifted from large-scale incremental construction to a focus on improving the quality of existing infrastructure and adjusting the incremental structure. The demand of urban residents has shifted from "whether there is" to "whether it is good or not". The Chinese government actively adapts to the profound transformation of urban development models, implements urban renewal actions, deepens the reform of urban construction, operation, and governance systems, promotes the optimization of urban structure, the improvement of functions, the continuity of cultural heritage, and the enhancement of quality. It takes a high-quality development path that is connotative, intensive, and green, and builds livable, resilient, and smart cities. While committed to promoting the development of Chinese cities, China continues to strengthen cooperation with international organizations such as the United Nations Human Settlements Programme. October 31st has been designated as World Cities Day and the Global Sustainable Development City Award has been established, which has become an important platform for countries to exchange ideas on urban sustainable development. China welcomes the application of cities from BRICS countries for the Global Sustainable Development City Award, allowing more developing countries to learn from and share the good experiences and cases of BRICS countries, injecting new vitality into promoting global urban sustainable development. China is willing to engage in extensive exchanges and cooperation with BRICS countries, work together to promote sustainable urban development, and provide Chinese wisdom, solutions, and strength for building a community with a shared future for mankind!
    This forum is hosted by the Brazilian Ministry of Urban Affairs, and all five BRICS founding countries, Brazil, Russia, India, China, and South Africa, have dispatched heads of construction management departments and experts and scholars to attend. Egypt, the United Arab Emirates, Ethiopia, and Indonesia, the new members of BRICS, will send representatives to attend the conference for the first time after 2024. The BRICS Urbanization Forum is a traditional event under the BRICS mechanism, hosted annually by BRICS member countries in rotation. In 2023, the forum will be upgraded to a ministerial level forum.
    During the visit, Qin Haixiang held bilateral talks with the Cuban National Land Planning and Urbanization Commission on behalf of the Ministry of Housing and Urban Rural Development to discuss relevant cooperation matters. The delegation also conducted research on the urban planning and construction project in Brasilia.
